The service is part of the Committee of the Regions Framework contract on Cohesion Policy - Lot 1, led by Spatial Foresight and with t33, SWECO, Mcrit and OIR as partners. The aim of this report is to give an overview of the state of play of European Grouping of Territorial Cooperation (EGTC), to monitor the implementation of the amended EGTC regulation 1302/2013 and to evaluate the application of this regulation.
Therefore, the report covering all the EGTC established and groupings that are under construction includes: 1) Monitoring the implementation of the amended EGTC regulation by the Member States (MS) to collect information on the evolution of national legislation and how they carry out coordination efforts to make easier, smoother and more transparent procedures. 2) Monitoring the ground activities of EGTC focusing on the implementation of actions of territorial cooperation co-funded by ERDF. 3) Providing an overview of the current situation of groupings that are currently under constitution and those that have closed in 2017. 4) providing an evaluation on the application of the EGTC regulation through different criteria such as effectiveness, efficiency, relevance, European added value and scope for simplification. The analysis implemented is based on interviews, desk research and data collection activities to deliver a report and update the database.
