As the Managing Authority for the North-West Regional Programme 2021–2027, the North-West Regional Development Agency has engaged t33 to provide specialized consulting services for evaluating the programme’s eight priorities.
The primary objective of this contract is to analyze and assess the programme’s effectiveness, efficiency, relevance, coherence (both internal and external), and EU added value. This evaluation will specifically examine interventions funded by the programme, including those under the Technical Assistance Priority. Additionally, the evaluation will focus on important aspects such as visibility, regional social cohesion, environmental sustainability (green dimension), and adherence to non-discrimination principles, as outlined in the North-West Regional Programme Evaluation Plan.
Over a 27-month implementation period, t33 will leverage its robust and systematic methodological approach (including desk analysis, focus groups, interviews, web surveys, case studies and panel of experts) to deliver 11 high-quality evaluation reports, each one addressing critical aspects of the programme’s implementation and impact. An overview of the themes and their respective timelines is provided below:

  • Evaluation theme 11: Mid-term review of the North-West Regional Program 2021-2027 - by March 2025
  • Evaluation theme 10: Evaluation of the implementation of the Technical Assistance Priority NW RP 2021-2027 (P8) 1- by May 2025
  • Evaluation theme 2: Competitiveness of SMEs by supporting the transition to a digital business environment for a more competitive region (P1) – May 2026
  • Evaluation theme 3: Capitalizing on the advantages of digitalization for public institutions and society in favor of a SMARTer region (P2) – July 2026
  • Evaluation theme 6: Developing sustainable urban mobility for a more mobile region (T4) – July 2026
  • Evaluation theme 7: Increasing regional connectivity and safety on public roads for a more attractive region (P5) – September 2026
  • Evaluation theme 8: Improving equitable access to quality education, vocational training and tertiary education, as well as to inclusive leisure centers for a more educated region (P6) - September 2026
  • Evaluation theme 1: Increasing administrative capacity, innovation, technology transfer and partnerships, including for the NW smart specialization sector by supporting RDI entities for a more competitive region (P1) - October 2026
  • Evaluation theme 4: Energy efficiency, greenhouse gas emission reduction and biodiversity protection for an environmentally friendly region (P3) - October 2026
  • Evaluation theme 9: Economic and social development of the region, using existing tourism, natural and heritage resources, as well as through urban regeneration actions for a more attractive region (P7) - November 2026
  • Evaluation theme 5: Evaluation of SACET (Centralized Thermal Energy Supply System P3) – February 2027

The evaluation process adopts a thorough and systematic analytical framework. This approach not only measures the extent to which the programme’s results have been achieved but also investigates the underlying factors explaining programme performance and success. Each evaluation theme is guided by specific questions designed to provide actionable insights into the programme performance and impact.
