Study: 'The role of the local and regional authorities in the implementation of the EFSI: opportunities and challenges'

The objective of the report is to enquire on the involvement of the local and regional authorities in the design, and early implementation, of the investment projects funded under the EFSI until the beginning of 2017. The report highlights the opportunities and challenges of such involvement and purposed policy recommendation to broaden it, also in view of the planned EFSI 2.0.
It is based on the following 5 case studies:
• Kujawsko-Pomorskie Healthcare Program III (Poland)
• Lisbon Urban Renewal Housing Climate Framework Loan (Portugal)
• InnovFin agreement – Regional promotional institutions supporting innovative SMEs (Germany)
• Investment Fund TRI in Nord-Pas de Calais (France)
• Società Gasdotti Italia - Gas transmission (Italy)
The case studies were selected to cover different kinds of investment (infrastructure/innovation as well a SME window), different size of project (in terms of overall cost of the investment), different mix of public and private project partners (among others, looking at the role of national/sub-national promotional banks) and different countries (in terms of geographical location, GDP, World Bank's Doing Business ranking and relevance of the problems of administrative capacity raised in the 2016 Country Reports and Country-specific recommendations).
