Study: 'Quantifying public procurement of research and development of ICT solutions in Europe - SMART 2011-0036'

European Commission - Directorate General for Communications Networks

  • Start Date: December 2011

  • Status: Complete

Developing effective Pre-Commercial Procurement policy initiatives across the Europe 2020 flagships requires a systematic monitoring of R&D procurement expenditure in Member States across various sectors of public interest and across expenditure categories, such as ICT. Unfortunately there is at the moment no systemic unified mechanism for tracking the total amount of R&D procured in Europe across the Member States, and even less information is available about which fraction of that is ICT related.

The objective of the study is thus to establish statistics on R&D and ICT procurements made across the Union, which can be used to identify the role of European governments in pushing smart technological innovation. The study shall also identify the most efficient and effective mechanism to gather these statistics in the future.

The report of the study is available here.
