Administrative capacity in Italy is a key concern for the European Commission. Italy needs to triple its capacities to implement public investments from European funding as well as to improve conditions for private investments particularly in key sectors and technologies.
This service aims at creating the capacities to assure the full implementation of ERDF in 2021-27 in Italy’s less developed regions: Basilicata, Calabria, Campania, Molise, Puglia, Sardegna and Sicily.
The purpose of the service is to support the regional authorities on a strategic level to programme measures that address administrative capacities for the implementation of ERDF. The consortium supports regional administrations in the identification and planning of those measures that support administrative capacity in project identification, design, selection and of public procurement with the aim to facilitate, simplify and ultimately speed up the creation of project pipelines and the implementation of projects. The identified measures are then included where possible in the Regional Operational Programme (ROP) or as a separate document that is connected to the ROP and its monitoring, like the PRAs in the previous programming period.
