Study: ‘Strategic coordination and financial complementarity of CPR Funds with other EU instruments’

The study assesses the extent of use of options for coordination, demarcation and complementarities among CPR Funds and complementarities and synergies between these and other EU funds and instruments that are provided for in the CPR (Articles 14, 26, 57(9), 65(5) and 67(5)), both at strategic and implementation level.

Main tasks refer to the analysis of the Member States’s strategic documents for programming, i.e. the 27 partnership agreements and all approved programmes, as well as the RRPs. Furthermore, the study assesses the use of and justification for transfers as set out in the partnership agreements and in concerned approved programmes. Lastly, the study evaluates the existence of corresponding strategic considerations in the work programmes and strategic plans of EU instruments under direct and indirect management.

The study is led by t33, in consortium with ÖIR, Spatial Foresight and Oxford Group.
