Independent mid-term evaluation of the ENI CBC Mediterranean Sea Basin Programme 2014-2020

The ENI CBC Mediterranean Sea Basin Programme is the largest Cross-Border Cooperation initiative implemented by the EU under the European Neighbourhood Instrument (ENI) with the objective of assisting progress towards “an area of shared prosperity and good neighbourliness” between EU Member States and their neighbours.
It brings together the coastal territories of 14 countries, among which seven EU Member states and seven Mediterranean Partner Countries. In addition, some ‘adjoining regions’ might be involved if needed to increase the value added of the Programme.
The Programme has two Overarching Objectives (OOs): promotion of socio-economic development and address common challenges in the environment. In line with the OOs of the Programme, four Thematic Objectives and eleven priorities have been selected.
The purpose of the service is to provide a mid-term evaluation of ENI CBC Mediterranean Sea Basin Programme 2014-2020 in two phases:
Phase 1: assessing the Programme effectiveness, efficiency and relevance
Phase 2: assessing the Programme impact, coherence and complementarity with other policies and programmes in the area.
Moreover, three additional services are provided in order to compensate for the lack of an ex-ante evaluation, namely: quality review of the territorial analysis, scoping study on simplified cost options, and a scoping study on methodologies to establish the future system of indicators. In addition, the evaluation allows to gain knowledge and learn lessons to use for the future programming period 2021-2027.
The main methodological tools used are desk analysis, focus groups, interviews, web survey and case studies.
