The service aims at providing support to the South Muntenia ADR (Regional Development Agency) for the development of Simplified Cost Options (SCOs) and the indicators for the future 2021-2027 regional programme.
 
The approach to define the Simplified Costs Options consists of 4 steps:

• Identification of the operations to be covered by SCOs. During this phase constant interactions and exchanges with the programme bodies are needed to clarify the characteristics of the different types of operations. 

• Data Collection: for staff costs, primary data collected from a sample of potential beneficiaries, be involved through a web survey, are selected according to relevance and coverage of subcategories. For the indirect costs, historical data from the 2014-2020 programming period are needed or if not available, the team of experts collects data directly from a sample of beneficiaries. 

• Analysis of Data collected: to verify whether the typology of operation and beneficiary significantly influences the staff costs and indirect costs. 

• Definition of SCOs and audit trails: Based on data analysis, the team of experts proposes to the client different options for implementing the SCO, by highlighting strengths and weaknesses in terms of simplification and capacity to cover the real costs.
