This study focuses on nine following regions: Guadeloupe, French Guiana, Martinique, Mayotte, Reunion Island, Saint-Martin, the Canary Islands, the Azores and Madeira that are defined as outermost regions subject to the following constraints: This study focuses on nine following regions: Guadeloupe, French Guiana, Martinique, Mayotte, Reunion Island, Saint-Martin, the Canary Islands, the Azores and Madeira that are defined as outermost regions subject to the following constraints: remoteness from mainland Europe, insularity, small size (except French Guiana), difficult topography and climate and economic dependence on few products. The objective of the study is to analyse the specific additional allocation in the outermost regions’ ERDF programmes. Moreover, it aims examining to what extent this allocation has been effective at offsetting the additional costs the regions face due to their economic and social handicaps and how it has contributed to the development of OR. Finally, the study supports the EC identifying the possibility to extend the specific additional allocation to ESF programmes. This study is fed by an analysis based on different source of information that are the following: review of the programme strategy and Annual (or Final) Implementation Reports of the programming period 2007-2013 and 2014-2020, review of operations financed in the framework of specific additional allocation, interviews with Managing Authorities and relevant stakeholders and survey to beneficiaries and stakeholders involved in the development of the region. The collected data are gathered in excel and presented in a report.
