The service aims to evaluate the outcomes of two lines of intervention implemented as part of the action of the National Operational Programme "Enterprises and Competitiveness" 2014-2020 (PON IC). The two measures aim at increasing the degree of openness of the economic system by supporting SMEs and business networks in their access and consolidation strategies on international markets. In detail, the intervention includes two measures:
- Vouchers for internationalization, through which SMEs are able to buy consulting services to receive support for their internationalization process, thanks to a specialized professional figure,
- South Export Plan II, which provides companies with services (trainings, company check-ups, coaching and consultancy, assistance on foreign markets, guidelines on how to make supply and demand meet, etc.) based on a specific plan in line with the 2007-2013 programming period.
 
The service consists of the evaluation of the two interventions and the interrelationships between the different components, in order to have a systemic assessment of the effectiveness and adequacy of the overall strategy. The service is divided into two sub-phases: the first defines the methodology for the entire service while the second focuses on the methods of conducting the survey and case studies.
 
The methodological approach involves the combination of desk observation tools (data, documents and logical framework, multi-criteria), observation tools "in the field" (case studies, surveys, interviews), analysis tools (statistical analysis, pre and post-intervention, counterfactual analysis), discussion and validation techniques of the evaluation results (focus group).
