Europe, like the rest of the world, experienced an unprecedented shock to health systems, the economy and society in 2020 due to the coronavirus pandemic. As consequence, European emergency and recovery measures have been adopted. One of the biggest challenges is ensuring that this historic amount of money is spent where it is most needed and that its impact is maximized.

In 2020, the first edition of the "Barometer Report" focused on the effects and impact of the Covid-19 pandemic at local and regional level.

The present service constitutes an input to the second 2021 Barometer report, presenting proposals for policy recommendations. Main objectives of the study are to:

-        Provide a contribution to the analysis of the state of regions and cities one year after the start of the COVID-19 pandemic and the first lockdown period

-        Provide a risk assessment for recovery for the most exposed regions and cities in Europe.

-        Develop an approach to measure the resilience of regions.

-        Provide preliminary work for a deeper territorial perspective, which will subsequently be conducted by the CoR on the changes that the pandemic will have brought in 2030 and beyond.

The main methodological tools used are: desk analysis/ literature review, interviews and case studies.

The activities are carried out in consortium with Spatial Foresight GmbH.
